Trying to draft surfaces - Face Rule drop down grayed out

I am working in NX11, and I've recently started having a problem where the drop down menu that allows you to select things like "single face, tangent faces, body faces, etc" is grayed out (i.e. I cannot select) when I am trying to add draft.

Any idea why this is or how to fix it?
