With Face Blend > Trim > To Short, it seems that Sew All Faces must be checked. If Sew All Faces is unchecked, Trim Blend would be forced to "To All".

To Short is ok to work with "Sew All Faces".
Unchecking "Sew All Faces" would force changing "To Short" to "To All".
