CSYS showing in view

I have created a csys that I put on layer 60 and drawn a block.

When I add a view to my drawing and layer 60 is active, the csys shows on the view, but when I go and turn off layer 60 and update the view, the csys still shows, but if I add a new view the csys doesn't show.

Shouldn't the view update based on the layers that are visible at the time of the update?
