Customize title Block

Hi:

I create a A4 title block and there are 3 tabular note on bottom left , bottom right and top right. Each tabular note alignment to the title block with associative. When I modify the sheet from a4 to a3 the tabular note will miss the alignment constrain.How can I solve the problem?
