Creating a Symbols Library in Teamcenter

Hello,

We are running a managed environment in Teamcenter and NX 8.5. I would like to create a global custom symbols library which can be accessed by any employee using NX through Teamcenter. Any employee should be able to create custom symbols and populate the library and it should be available to everyone else. How would I go about creating something like this?
