Need help deforming a surface

I have a surface that is like a ruffle potatoe chip, or a piece of coregated steel (like a warehouse siding piece)

 

it's actually a smooth unfacceted  surface made from about 5 corss section curves (through curves)

 

I have points in space above this surface, at most .2" above the surface.  I need a way to deform this surface to meet these points, as if it were flexing in the wind.

 

 I have around 55 hours in this and can't figure it out.

 

The closest I can come is using X-form.  I have a deviation gauge showing vectors sticking above and below my surface (distance between the surface and the points i'm trying to match)....however it's like whack a mole.  I lower some poles and it lowers ones I don't want to lower , just because it's bending the surface.

 

What I really  need to do is GLOBAL SHAPING, stretch, or fit to point.   However when I select the boundary of the surface, it says BOUNDARY IS NOT CONVEX.
