Fit Curve not giving the least deviation

In a previous thread and  taught a light offsetting technique.
 
In the example below:
 
   START >>> a bezier curve (degree 5, segment 1)
   No.0 >>> simple offset of "START" by 5mm
   No.1 >>> fit "No.0" with G1 at both ends and degree 5/segment 1
   No.2 >>> a bezier curve created from poles generated by offsetting the control polygon of "START" by 5mm
 
Both No.1 and No.2 are compared with No.0:
 
         ● No.1 vs. No.0 >>> 0.9237(MAX)
         ● No.2 vs. No.0 >>> 0.5017(MAX)
 
It seems that No.1 (from Fit Curve) should be closer to No.0 than No.2. But in fact No.1 has bigger deviation. In past I also observed this issue of Fit Curve.
 
Is there anything wrong with my understanding? Thanks!
