"ansi.atp.prt is already open" error

I have one user, getting this issue, and I'm at a loss as to why.  When he tried to put in a hole callout using, "Feature Parameters".  I tried, with the same part, and it worked fine.  I also instructed him on using the "Hole Callout"

Any thoughts?
