How to drive SubAssy Component from next higher assy? NOT arrangements?

NX Experts,  Hoping you all can help out a NX Newbie...

 

I want to drive a component of a sub assy from the next higher level assy.

I have looked into Arrangements and Deformable parts but I'm hoping this is much simpler than these methods.

 

The typical Pneu Cylinder is a perfect example:  

 

Option 1.)  If the stroke length is the "driving" factor I agree that arrangements is the route to take...

but

Option 2.) If the stroke length is irrelevant, such as if the Cylinder is being used as a damper, the stroke is "Driven" from other components

 

I'm looking for a solution for Option #2.  I have a simple 2 part sub assy:  Cylinder Body and Rod.  I Constrained the Axial relation of the rod to the body and set a parallel relation to limit rotation...  so the only DOF left is stroke lenght...   I don't want to set this length but allow it to be "Driven" from upper level assy constraints...?

 

Is this possible...  How do i tell NX to drive under-constrained sub relations from the active assy.

 

I have found the option within Arrangements to  "ignore all constraints" but can not seem to get this to work either...
